how could I make this as a brush or how to accomplish

One idea:

1. A central line and 45-degree branches. The branches have Width Profile 1. Draw a rectangle that encloses the repeating element.

2. Outline strokes, use shape builder to cut off the extraneous parts (holding alt). Remove stroke from the bounding rectangle.

3. Create a pattern brush, apply to a path. Apply a width profile to the path or use the width tool to fit your feather shape.
