Export as *.DXF or *.DWG (both as R14/LT98/LT97) works for me (with Illustrator 24.2.1 under Windows 10)
What is your version and operating system?
What kind of elements does your document contain?

Also having the same issue.
With new documents I have created using AI will not export with R13 or R14.
I've then opened previous documents I have already exported with R13 or R14 and then no longer work eitther.
Following.... hope you don't mind.

Did you find an answer?
The 'Correct' answers here are not fixes as I am having the same problem, running AI 25.2.3 on a macbook pro 2014 - I previously could do thsi so it must be an Illustrator issue, and I Still cannot export as R14/LT98.

Hello, I have the same issue with my MacBookPro (early 2017) and AI 25.4.1. Similarly, there is no option to export R13 or R14 dxf formats, which we need for our metal laser cutter. On the earlier version AI 24.2 there is still the export option for it, that's why I still keep this version of AI 2020!
I am very disappointed to experience that really fundamental functions of Adobe Illustrator decrease and are no longer supported. But I hope by writing to the community to reach people with the same interests and that this issue can be fixed- as soon as possible.
PS: Until now I need CorelDraw to open the files and export them in the correct dxf format.
