The way those colors are blending together, I'd guess that it was done in Photoshop. You could try creating this in Illustrator but there's no easy instructions on how to do so. It would simply be experimentation and your artistic vision.

yeah I would try photoshop, use a 'difference clouds' effect or take a picture of clouds..some kind of fractal noise for the weird shapes.
and put a gradient map over it (to get those wild colors)

Maybe explain what you mean by "do this texture." Do you want to convert this raster image into a vector? If so, then you could use Image Trace. The Low Fidelity Photo preset does a pretty good job converting this image.
Do you mean you'd like to create something from scratch that resembles this image? It would probably be better do make it in Photoshop, but if you wanted to try it in Illustrator, you could lay down bits of color with the brush over a blue rectangle. It wouldn't have to be too precise, but you'd probably want a good sample of the various colors from your inspiration image placed in around the same areas. With all your color paths and your rectangle selected, go to Object > Rasterize. Then go to Effect > Effect Gallery. You'll probably have to overlap a few effects. In other words, apply an effect like Angled Strokes, click OK, then apply another effect and another as needed.

I got the impression OP is trying to take the ref image and expand upon it with his own graphic (shape and size..in the vein of the warbly colors)
a simple image trace might get him sued haha

Yeah, the OP should make sure to first have rights to use the original image if they're just doing an image trace.
