I DO NOT KNOW HOW TO SCALE THIS TIFF

Hi guys! I have a Tiff file 95 X 93 cms at 300 DPI. I am trying to scale this for printing onto bedding. When I drop this image as is into Illustrator and tile it out 2x2 then scale it to 106 inches and export it as a jpg at 150 dpi. it comes out pixelated. Everyhting I read about Tiff files says it is a vector so why is this image losing clarity? Please if someone could help me understand how to scale Tiff images in AI or PS I would be forever grateful. Also this particular image was purchased from an artist and says it's compatible with Photo Shop but again I have been trying to scale on both platforms and am epically failing.

Tiff files are images and Photoshop is the right application to use.

Everything you've read, then, is absolutely wrong. In no case are TIFF files vector. You cannot scale up and keep quality at all.

TIFF files can happily support pixel based content. Any chance you could open this file in Photoshop, take a screen capture of the Layers panel and post it here?
