Illustrator 2017 - can create new file

I have empty screen after update --> any ideas?

I had re-installed x2 Illustrator

before this on CC 2015.3 and i have diffrent problem

for the first point: check this option in preferences:

for the second: do you have Avast antivirus installed? try disabling or uninstalling it.
