Illustrator 2024 v28.3 (MacOS) Resizing Shapes Has Black Arrows Instead of Bounding Box

Hello,

Ive been having a problem with my update to v28.3 of Illustrator, my bounding boxes for shapes have turned into harder-to-use arrows that are not accurate most of the time. 

How can I revert this issue without reverting the version?

Attached is a screenshot of what I'm seeing.

Update: I found that the issue is the "Enable Rich UI" setting.
Go to Preferences>General>Disable "Enable Rich UI" to fix the issue.
