Illustrator 25.2 won't allow kerning

So, this seems to be an issue with older verisons, but illustrators latest seems to be at it again with the "Kerning on extended selections can only be set to Auto or 0".  Has anyone found a fix to this?

Use Tracking, Kerning is between 2 characters.
