Change your language to US and it will work. I did the same and Illustrator appeared immediately.

We apologize for this inconvenience and understand how important it is for you to have Illustrator available on your Microsoft Copilot+ PCs. We know you've been waiting a long time for this. This version of Illustrator is too new and is still a work in progress, which is why it is currently only available in English locales and runs in emulation mode.
Our product team acknowledges this issue and is working diligently to make it available in multiple locales as soon as possible.

It is pretty clear that Adobe is staffed by amateurs. Not to mention the liars that claimed they'd have ARM native versions in June 2024. It is now March 2025 and we still have nothing more than an emulated beta.
A competent team of programmers could easily have ported Illustrator for Windows to ARM by now. Especially given that Illustrator for Mac is already ARM-native. As with all Adobe apps the code is mostly cross-platform, so I really don't get how it can possibly take this long.
Also, any competent management team should have seen the increasing momentum for Windows on ARM years back and started planning accordingly, having their apps ready on day 1.
It is embarassing that the Affinity apps beat Adobe to Windows on ARM by a large margin. At this rate we may arrive at Adobe being over a year late. Maybe if they thought about something other than Artificial Intelligence for a change they could actually deliver something valuable like Illustrator and InDesign for ARM...

I did all the research to make sure I would have access to everything I needed for school before purchasing a new computer with snapdragon elite 12 core I checked everything on the website from Adobe I read everything there was that I could find available and nothing anywhere that I could find until AFTER I made all the purchases and signed on the dotted line did I find out that the 2 most important programs that I would need during my 1st session would not work with my new computer? so what I have just wasted all the money I just spent as a student I dont have money to waste, not only that but I am also disabled trying to retrain myself so its not like I have extra just laying around!!! now I have a year of subscription I cant use and a laptop I could have just used my phone or for that matteer just purchased an Ipad for the reading section? when will there be some sort of answers I know everyone else here have clients with deadlines I get that, Ive been there in the past but I have assignments that are due as well that have to be done in these specific programs I dont have the luxury of just switching to a different program to complete my job. I need answers!!!!

I'm in the same boat. Bought I new laptop because I need the full version of Illustrator for work and made sure this new one could handle it. Kept trying to download only to have an error message that it was not yet available for my computer.
The web-based version is virtually useless. Eventually I got on a chat with tech support and they remotely accessed my computer to install the desktop version. That's also a beta version, but it's MUCH better as a native app than the web version. I was starting to get pretty mad that I was paying for nothing. It seems to be working fine so far.
So maybe they can do that remotely, unless you're able to access the beta desktop download that I never could get to without tech support.

Hi,
9 months in and we are still BETA on ARM. Is there a timeline when a fully functioning illustrator and indesign will be available? I need to run 2 PCs for ADOBE because of this 'glitch'.

I may have missed it somewhere but is there a mass notification that will be sent ONCE Ai and InDesign are fully supported (no more beta/emulation) in Snapdragon X-Elite-ran devices? How do I opt-in to this notification? I saw somewhere that this 'should' have been done Mar2025 but obviously had a setback, can Adobe kindly throw us a bone and provide another target month (year?) considering we're halfway in July? Thanks

I reset my Surface Pro 11 and no longer see even the beta Illustrator as available to download. Did they pull it? I know it was beta and had issues but it was still usable. Now I'm stuck with using it on my desktops (which is my preferred way but right now, I'm on the road).
I'm in the United States for more information.

It seems as thought they did pull it because I also needed to re-install it and now it's gone. I am in Canada.

Illustrator (Beta) is available for download and testing on Microsoft Copilot+ PCs with ARM-based processors. Please check if the Beta tab appears in your Creative Cloud Desktop application - you should be able to install the app directly from there.
