Illustrator CC 2017: Reflection Tool Problem

I've been an Illustrator user for about 20 years, primarily on the Mac but recently started using Illustrator on my PC at my corporate office setting as well. I've encountered a problem on the PC version which really hinders productivity: The inability to set the reflection axis due to an application bug. I've been through the forums looking for a fix and have tried deleting the preferences folder and restarting the computer but have not found a solution to this issue.

To summarize, I select an object and then select the reflection tool and alt-click to set the reflection axis. At this point the reflect tool dialog should appear but it doesn't. The dialog does not appear until I move my cursor outside of the application window, at which point Illustrator sets the reflection axis coordinates as the last registered coordinates of mouse before it left the application window. As a result, each time that I reflect an object, the copy gets placed somewhere far offscreen and I have to zoom out in order to grab and move it back into the artboard.

I really had no idea how often I used the reflection tool when creating artwork until I encountered this problem but I drives me crazy. Please pass this bug onto the development team so that it can get fixed! Thanks!

Do you have CC 2015 on your computer, and does this happen there?

You can double click on the reflect tool to get the dialog box, which won't use your mouse coordinates but  will not go off screen.

I usually find when this does not happen on Mac and only on Windows, that  some other software conflicting with this on Windows, and windows is more easily compromised by outside software. Check your recently installed apps or ask your IT dept for check and remove  malware. On windows I have even removed my browser cookies and got stuff like this to go away.
