Illustrator - new document covers all UI panels

This is an old behavior. I DON'T want to use tabs. I want floating documents to open within the main window without covering all of the UI. Like in Photoshop.
I don't understand the default non-tab behavior, what is the point of this?

I have to manually resize the whole window to show the UI:
