26.0.3. Just solved the problem I believe. Re allowed Illustrator folder exceptions in Trend Micro Security.

I haven't been able to get Illustrator working since the first week of this year. Updated to new version today, did all the cleaning, checking sync, preference file processes, and there are no third party plugins. Have tried going back to version 25 as well.

Turns out that visual C++ needed repairing.
