When trying to download the SDK for Illustrator form this Side:
https://developer.adobe.com/console/servicesandapis
there is an SDK for Windows and for Mac.
1) Why are there two SDKs and not a unified one as e.g. for Indesign?
2) The Mac download has the exension dms. What is this and how to open it? Internet says only it is an Amiga format. Can you please at least use a common format like zip or tar.gz?
What version of macOS are you running? I have Sonoma (14.2) and see a dmg file, which when double-clicked opens as a disk image. The folder with the SDK can then be dragged from this window anywhere onto my hard drive.
Perhaps your download was interrupted and you should try downloading it again.

BTW: I just compared the two SDKs and found out that they are exactly the same. So why are there 2 files for download? Just because there are 2 different compression methods? I think zip is allready installed on a Mac.
The way it is now looks like there is different content for Windows and Mac
