Hello!
Whenever I click any menu that is not a tool. For example Layers, Pathfinder, etc. I lose ability to use any shortcut, even Ctrl+C until I click something in file that is open. Delete key works fine. F6 doesnt.
I have third party plugin installed MaPublisher. If it is uninstalled the problem goes away. It is only PC that has this problem. Only one with Windows 10 also.
Obviously it looks like problem is with third party program, but they dont have any solution.
I have reinstalled everthing in Adobe. Reseted preferences. Changed keyboard, changed language setting. It only works properly when CS6 installed.
But, there are few menus that dont make problem appear. Libraries and Asset Export. These are newer ones. These are perhaps programmed differently and solution lies with this. Maybe I can reinstall some other required software, Microsoft visual C++ or something along those lines. I really want to avoid reinstalling windows.
I is kinda frustratic to work if so very often I have to use extra mouse click for copy and paste and all keyboard is 50% efficient.

Now I finally was able to make the the problem appear in two other windows 10 machines.
I am just amazed that noone else has reported this problem while it should happen to everyone using windows 10.
Now we can close this thread because now it seems to lie solely on the shoulders of the third party program.

You could try if third party shortcut tools can override all this
I'm not a Windows person, so what I am referring to is this kind of stuff: https://alternativeto.net/software/quickeys/?platform=windows
But basically, since a third party plugin causes it, that's where you need to solve it.

Have you confirmed that the third party plug-in has been updated to be compatible with whatever version of Illustrator that you are using? You did not state specifically what version of Illustrator that you are currently using but you did say that it did work when you went back to CS6. This seems to imply that you are using one of the Creative Cloud versions. In that case it seems unlikely that a CS6 compatible plug-in would work correctly if it has not been updated to the specific version of Illustrator that you are using.

This third party thing is up do date and should be compatible. I currently have cs6 and cc 2017-2019 Illustrator installed and tested.
Perhaps there is somekinda windows keyboard thing that I can reset/reinstall so that I Illustrator perhaps starts interacting with keyboard differently.
Thanks for the idea for shortcut tools. It just might come to that.

The problem is that Illustrator CS6 and Windows 10 are not fully compatible.
And of course if this is a current MAPublisher installation then it might just be too new for Illustrator CS6.
Have you asked the MAPublisher folks about this? What do they say?

CS6 works fine with Mapublisher, but I need to use CC to be compatible with ma colleagues.
MAPublisher people have looked into it but no solution.
I get this feeling that something is randomly broken in windows (could be simple as that) and I am wasting everones time.

But if it works for them it should work for you as well.
You could check if other apps are interfering. Browsers and their plugins are infamous for interfering with modifier keys.

But the modifier keys are not the problem. No other shortcut working either.
Maybe if I uninstall and reinstall Illustrator and this third party program, it leaves something behind that is not replaces. Can I have somehow even cleaner reinstall?

The cleanest uninstall and reinstall can be done in the following manner:
In the app section of your Creative Cloud desktop app click on the “V” next to the app’s (Illustrator) name and choose the “Uninstall” option from the pull-down menu that appears. After you’ve run the uninstall then use the Creative Cloud Cleaner Tool Use the Creative Cloud Cleaner Tool to solve installation problems . Then reinstall the program through the Desktop app. Before you reinstall, all preference files (see instructions below) to make sure that your install is completely clean. Then launch Illustrator and see if the problem persists.
To trash preferences on a PC:
You can try the quick way of resetting on a PC which is to hold down Ctrl + Alt + Shift when launching Illustrator and respond affirmatively when asked if you want to reset. There have been some recent reports that the window asking if you want to reset is not popping up but that the prefs are being reset anyway. If this works great but if it doesn’t you may have to manually delete them.
To do so:
On Windows 7 and above the preference files are hidden. To find them go to the Control Panel and open Folder Options and then click the View tab. Then select “Show hidden files and folders” or “Show hidden files, folders or drive options” in Advanced Settings. Then delete (or rename) the folder at the end of this path: C:\Users\[User Name]\AppData\Roaming\Adobe\Adobe Illustrator [version number]\ Settings\<Language>. Make sure that Illustrator is closed when you do this. When you relaunch the program it will create new preference files and the program will be at its default settings.
The advantage of manually deleting preference files is that after you’ve reset up the program (make sure that no document window is open) to your liking, you can create copies of your personalized “mint” preference files (make sure that you quit the program before copying them—that finalizes your customization) and use them in the future to replace any corrupt versions you may need to delete.
