Linked files keep becoming embedded when saving

I am working in the latest version of Illustrator CC 2019 with files archived in dropbox. All the linked files are embedded and I know how to unembed and relink them. The problem is after saving, closing, and reopening they are embedded again. I understand not to check the "include linked files" option when using save as or creating a new file, but if the file is already created is there a way to prevent the files from being reembedded. I am at wits end, TIA for any help!

It should save just fine... the way you describe.

Maybe a screenshot would help..maybe save as to get a new file you are certain will not be embedded like the old dropbox file?
