loading rainbow icon illustrator

After I pressed "open illustrator" the rainbow loading icon appears and I go to "Force Quit" ! , so i can't open the app anymore 😞

Please give specifics as to what version of Illustrator and what operating system you are using. Has Illustrator ever worked for you on this computer? If it has worked before then please describe in detail what happened prior to its not working.
