I can't replicate the issue. It looks like you are resizing in Isolation Mode, but that shouldn't make any difference.

Adobe released a bug fix for Illustrator about a week ago. First check that you have the most current release installed, Illustrator CC 2019, release 23.0.1.

Actually the version i have installed was not with the bug fix.

What i do to solve it was to just reinstall the software and the issue was gone. Probably the Bug Fix for illustrator may be applied.
