Very strange! One object, the white cross, will not export or print. Every image format. If I change the cross to any color but white it WILL print/export. AI file here:
what it should look like (screen shot):
what comes out:
Check in your Appearance Panel - the white fill is set to overprint.

You're welcome.
One thing to note: if you select overprint on a white fill or stroke, you will get the warning shown here, but no such warining appears if you change a a fill or stroke from some other color to white when it was already set to overprint.

Hi. So to be clear, does the overprint need to be selected or unselected to make it print the white? This is what I have it on. It wasn't originally Overprint, but I changed it to overprint to try that out. I also made it a spot swatch because I was told that helps. Each time I've tried, I've exported as a PNG. So far, no luck. 😞

In the file you sent, the fill on the white cross was set to overprint. It needed to not be; overprinted white simply will not show at all.

White in Illustrator means paper color.
White is not an ink, but means no ink.
Forget about white as an ink (spot swatch) unless you want to print on colored paper/cloth.
Remove the Overprint because it will make it invisible as you have noticed.

Thanks. And are there any specific settings I should be aware of when I'm setting up the document or exporting? It still doesn't seem to work. Our goal is to print this out on decal paper. The white letters and the circle around the black letters are what aren't printing.

You are not the original poster I believe and seem to have a different problem.
You want to print on decal paper and want the white to print?
Do you have white ink in your printer?
