I want to use the rotate tool to BOTH (1) set center of the rotation to a point outside the object, (2) type in the degrees of rotation rather than "wing it" with the mouse.
I've done the following:
(1) Select rotate tool
(2) Click to set the center of rotation
(3) Followed the directions online for typing in an angle. I tried both double-clicking the rotate tool, and also typing an angle into the properties box. Neither one words (they both rotate around the center of the object.)

(1) Select rotate tool
(2) Alt Click to set the center of rotation and open the Rotate dialog
(3) Type in an angle.

Ton: I think that works.
HOWEVER, in order for this to be a complete answer, you might want to edit your post to make two things clear
- add a step before your step 1, which is select the object to be rotated
- mention that the key difference between what I tried and what you are suggesting is alt-clicking (or for me, option-clicking on Mac).
