Rotation option not showing up when you hover over a corner point on the bounding box

YES, my bounding boxes are ON/BEING SHOWN.

Doesn't matter if it's a picture, shape, or text box – when I hover over the corner area of the bounding box, the rotate arrows don't appear. The only way I've been able to rotate objects is going through the transformation menu instead of just using my mouse.

Any suggestions?

Which version of Illustrator are you using? What operating system? What tool are you using to hover over?
