Scale tool doesnt work

my scale tool doesnt work anymore i already delted adobe ilustartor and did an update and its still not gone can somebody help me with this problem?

when i click on a photo and try to scale it i i cant make them bigger or smaller with the dots

So you are referring to the 3 dots in the tools panel or to the bounding box (as mentioned by Kurt Gold?

If you are referring to the bounding box, then this is not the "scale tool".

talking about these dots i cant make this frame smaller or bigger with the dots and same goes for pictures
