Scale tool (reference point)

Hi there!
I want to use the scale tool in Illustrator to create an element that gradually change it size from a specific reference point. 
However if I select the object and use the scale tool and click on a specific point notings happens, no pop-up menu.
Somebody nows how to solve this problem?
