I created a rectangle containing text and an icon, that will be used in a 1920 x 1080 video, and I now need to make another version of this file that will also be used in a 4096 x 3112 video. How do I now scale up my rectangle and keep the same proportions of it as the 1920 x 1080 version?
The rectangle containing the text and icon is:
W: 1301.887 px
H: 173.18 px
However, the icon breaks out of the rectangle and extends outside it a bit.

1920 x 1080 and 4096 x 3112 do not have the same aspect ratio and therefore cannot be scaled to the same proportions.
1920 x 1080 scales to 4096 x 2304, so the layout will need to be adjusted somewhat.
You could start by opening the 1920 x 1080 document, choosing Image > Canvas Size, and typing in the 4096 x 2304 dimensions.
Then resize the individual icon and text so that the layout looks good. If the text is real editable text, it will maintain its quality. If the icon is a vector smart object,

Read up on 9-slice scaling in the online help files. Depending on the specific artwork, that may be applicable in your situation. Such features which "anchor" graphic elements within their "parent" objects are now commonplace and are designed largely to accommodate elements like interface buttons which need to be scalable without wrecking the type or other artwork they contain.
