Select + Shift is Not Scaling Proportionally

Places images, and text boxes are simply not scaling proportionally even tho I am pressing the

shift key as  I usually would.
I de- installed and re-installed Photoshop 26.5 thinking the error message I was getting had somethin to do with this - but nothing was solved. 
I've tried re setting my preferences.
De-installing and re-installing Illusrator and nothing. 

Does anyone know why this could be happening?

I also cannon move objects using arrow key

I reinstalled Creative Cloud and the arrow keys now work again, but the shift key still won't scale proportionally.

Would you mind confirming the exact version of the OS and Illustrator installed, so I can better assist you? Also, try running Illustrator under Safe Mode (Windows / macOS) and checking if it helps.

It is a problem with the beta version, use the regular version for serious work.
