I'm new to golden ratio design. How do I do this?

As I (mis)understand it now, you can, Smart Guides being your friends:
1) Rotate the circle by the angle of the line as measured from horizontal, so the top Anchor Point moves down and to the left with its Handles at that angle;
2) ClickDrag the line by its upper right end Anchor Point to snap the the Anchor Point moved in 1), Smart Guides saying anchor when you are within snapping distance.
You can click the circle segment below the Anchor Point and see that its Handle is right on to

It is not quite obvious what you're going to do. Include some screenshots if you think it may help to understand the task.

BWP, it was impossible because you had me wonder.
If the direction of the curved line at the end Anchor Point (the Handle) is at the right angle you can just snap in the same way.
If you need to rotate it because some other part of the curved line is at the angle, you can use the Line Segment Tool to make two guidelines for rotation into the desired angle.

How about this, Smart Guides being your friends?
1) Create a circle;
2) ShiftClickDrag with the Line Segment Tool from the centre of the circle (Smart Guides say center when you are within snapping distance) to a spot a bit above the topmost Anchor Point (or similarly beyond one of the other three Anchor Points);
3) Switch to the Rotation Tool, then Alt/OptionClick the bottom Anchor Point (Smart Guides say anchor), then insert the angle (+ or -) 137.5078 degrees and click Copy;
4) Switch to the Scissors Tool, then cut the two lines where they cross the circle (Smart Guides say intersect), then delete the outer bits.
