If you didn't already see, there are a number of apps that seem to be the culprit. Magnet, Display Pilot 2, and security software called Proofpoint, but there could be more. I see Monika mentioned Rectangle also.

If you revert back to a version before 27.9 does it work? Mine began after IT pushed an update to Proofpoint to my computer one night. For me, reverting back to any old version had no effect.

I did try reverting back as far as I could with 27.9, but with no improvement. So you bring up a very valid point. There's quite a bit of security running -- ZScaler comes to mind. There must've been an update pushed to our team at some point earlier this year that is contributing to this issue. Thanks for info!

Open System Settings, search Login Items, see if Proofpoint is in the list of login items. Alternately, in Finder click Go in the top bar, then hold Opt and click on Library. If there's a folder PEA, the issue resides somewhere in there... I renamed it and the issue went away for a while, but came back occasionally, but fixed the issue each time I renamed or deleted it.

Thanks David, I appreciate your reply. I have seen and reviewed the list of possible culprits (including Magnet) and have checked my Activity Monitor, applications, and utilities, and I have none of the questionable offenders. The bug persists. With that said, I believe Adobe has the nuts and bolts to be able to provide subscribers with applications that are unaffected by such apps and utilities, like they did in pre-27.9 versions for years. The end-user shouldn’t have to become a drill-down hacker to avoid a reproduceable useability issue.

100% agree! two of my teammates have had the problem resolved, and two of us have not had this fixed. It's quite challenging

I have been dealing with this issue and I do not use the "Magnet" application. After lots of trials to identify what is causing it I find out that the application "Display Pilot 2" for my BenQ Monitor is the issue. I acquired the monitor a few months back and since been experiencing the isse without realizing it was caused by the application. Now when I turn the application off the sticky issue stops immediately.
