why is the stroke not going from outside of the text?

Inside/outside strokes don't work on live type (even though the buttons are active).

You might achieve what you want by selecting the text object with a selection tool (rather than the type tool), adding a stroke below the 'Characters', and using a stroke width double that of what you need.
