If I download an SVG File from Adobe Illustrate and my subscription for Adobe ends, will I continue to have access to that SVG File as long as it is saved to my computer?
Files on your computer stay accessible if you find an application that can open them, which is actually not an issue with a file format such as SVG.
You will always have to take into account that other software interprets files differently than Illustrator, so some stuff might not be as easily editable as it used to be. This as well shouldn't be an issue with SVG - depending on how exactly the file has been saved from Illustrator.

if you mean the copyright for use, you have the access to the file already, but it depends on the LICENSE TYPE.
