Template file opening with wrong layer selected

This is probably a simple thing that I'm missing, but here it goes-

I have a template file saved that has 3 layers. I copy line art from an emf file and paste it into my template document. I would like the art placed on the bottom layer in the layer tree, but the template file opens with the second layer selected. Is there a way to have the file open with the bottom layer selected? I tried locking the two upper layers, but that didn't work.

I wonder if it has anything to do with the order they were created.

Do you remember if the default layer was created first or last?

My default layer was created first, then my dimension layer was created, then the newest layer was created. I have tried changing the order of the layers and it still opens to the second layer.

it will open with the layer that was selected when you closed the document. Edit: if a change and save was made... now i tried that and it was not so.... gimmie a few minutes

for what its worth ... have you toggled the "paste remembers layers" option?
