Getting the folloiwng on a Mac Ventrura using Adobe Illustrator 25
To work correctly, Adobe Illustrator
requires the Preferences folder permission
to be ‘Read-Writes'. The current permission
setting is incorrectly set to ’Read-Only’.
We have updated to read/write in the following locations:
/Users/<user>/Library/Preferences/
/Users/<user>/Library/Application Support/Adobe/
Then Apply to enclosed items.
Also provided full disk access to Adobe Illustrator.
Please help.

Thanks for sharing the details. Since you have already set read and write permissions and given full disk access, please confirm if Illustrator was fully closed before making these changes and that you restarted your Mac afterward. In some cases, the Preferences folder inside ~/Library/Preferences/Adobe Illustrator [version] Settings also needs read and write permissions applied manually. Once done, relaunch Illustrator and see if the message still appears. If it does, please try testing in a new local admin user account as well. Moreover, please share the verison of Illustrator you are using and the macOS details.

Illustrator was closed, and we did reboot. Confirmed the Illustrator Settings Read/Write as well. Still will not open. We did create an Administrator account and could launch Illustrator no problem. Version below.

Thanks for letting us know that Illustrator worked under the other account. Would you mind trying to manually reset Illustrator's preferences under your primary and checking if it helps:
For macOS
• Close all Adobe applications.
• Go to the following locations
• ~/Library/Caches
• ~/Library/Application Support/Adobe
• ~/Library/Preferences
• Rename Adobe Illustrator, com.adobe.illustrator and Adobe Illustrator 29 Settings folders to Adobe Illustrator.old, com.adobe.illustrator.old and Adobe Illustrator 29 Settings.old
• Launch Illustrator from the Creative Cloud.
Note: The location starting with this "~" sign indicates the hidden User Library. So, you need to copy and paste the exact path in Spotlight search or from Finder Menu > Go > Go to Folder > Paste the location in the dialog box.
Disclaimer: Please note that renaming preferences folders will remove all the custom settings, and Illustrator will launch with default settings. You can also save a backup of the folders, the location of which is mentioned above.
