Tiny white boarder around png exports that gets worse the smaller the export is, how to fix?

I am exporting some vector illustrations as png so that it can fit the dimensions of an emoji, respectively 18x18, 36x36, 72x27, and 128x128. Every time I export them, it has a white line around it, and the smaller the emoji is the white line shows more.
I increased the ppi from 72 to 300 and it solved the issue slightly in the exported results, but even inside of the program there is a white line that can be clearly seen.
I have attempted moving the dimensions to a whole pixel in hopes of solving the issue, but that still doesn't solve the issue I'm having.
I also noticed the problem has become worse since I switched my GPU from NVIDIA EVGA 960 (2gb of graphics RAM) to AMD Radeon 7800 XT (16gb of graphics RAM). I kept the same CPU, Intel Core i5-7600 3.50GHz, as I currently don't have the funds to upgrade it yet. I'm wondering if it maybe an issue related to my GPU, or an Illustrator problem. Or even perhaps my GPU+CPU setup causing the issue. I do remember having a similar issue on NVIDIA, but it's been awhile ago and I no longer have that GPU to test and see if it would cause the same issue.
