Are there any known resources that allow you to do things like "align handles" or "equalize handles" or "constrain handles", "lock handles"? (see below)
Align Handles - Basically, when trying to get the exact curve in two locations without going to the trouble of duplicating, cutting, joining paths, it would be nice to be able to select handles (like you can select points) and align (like you can with points).
Equalize Handles - When you want to distribute the curve between two points so that the existing curve is preserved, but the handles are equal in length, it would be nice to be able to select the curve and "Equalize Handles"
Constrain Handles - Much like you can constrain a point to one of the axes using a modifier key, it would be nice to be able to move a point, ensuring that the handles maintained their exact orientations to the points selected.
Lock Handles - I have often wanted to be able to move my point, adjusting my curve as though the handle were locked in place.
If anyone knows of any plugins or of any script resources for enabling this kind of functionality, I would love it. Personally, I think it would be a helluva lot more useful for most users that the majority of 3D garbage that has been added (which clearly should be plugin or extension material).

I support Mylenium answer, with PathScribe (part of Vector Scribe). With PathScribe you can control every setting for handles and anchor points.
