Unable to use all draw tools

I have been trying to use certain draw tools but quite many tools turn out to be locked. Tried the reset setting but that is blocked too. 
request help with the same.

You are editing toolbars.

Try Window > Toolbars > Advanced

You can use the Advanced tool setting or you can create your own toolbar with the tools you want by clicking on the hamburger menu on that pull out where you can see the options available.
