Is it even possible to buy an iPad-only subscription of Adobe Illustrator? I'm under the impression the single application subscription setup would allow a desktop computer and mobile device (iPad) installation.

According to the FAQ, an App Store subcription to Illustrator for iPad is only available in the US at the moment.

From the FAQ:

"Buy Illustrator on the iPad through the App Store as a single app on a monthly or annual (available in the US market only) basis. Also, you can buy the app as part of the Adobe Design Mobile bundle."

It's included in all plans which include Illustrator (for desktop).

No. And iPad plans through the App Store are limited to the US only at the moment.

If you want to use both Illustrator (for desktop) on your laptop and Illustrator for iPad, you'll need a desktop Cloud plan - either Illustrator Single App or the All Apps plan.
