Using Esko and .ard Files

I have a PrePress user that is using illustrator 29.0 with Esko AE 24.11. Esko Studio has also been upgraded to 24.11. My user will attempt to import an .ard file from a folder in their User Name and gets the error 'The File "12742_03a.ard" Is In A Format Which Cannot Be Placed.' He can then take that same file and copy it to the Shared Folder and import it into Illustrator without issue. It clearly isn't a format issue, I'm thinking it has to do with Permissions of what can be Read/Write by users. Does anyone have experience with this issue?

@GeoffRogers90 Yes, your suspicion about permissions being the root cause of this issue is very strong and highly likely, especially given that the same file works perfectly when moved to a shared folder.
