A client asked me to redesign this email overlay
and since this is just the graphic design part no coding required in my case, I guess what I need is a PS or AI tutorial about, correct if I am wrong please.

First you can create a screen like this either in Illustrator or in Photoshop....
You can also prototype a screen like this in Adobe XD.
Best place is to search in Linkedin learning.

Thank you chanaart, I already seen there and I found a lot of related courses in particular about designing websites on PS or AI but I am not sure which one would be the right one for my assignment indeed since even selecting PS or AI as filters there is an overwhelming choice I posted here my questions to see if someone knows by any chance the one where I can see how to do what I am looking for.
Do you know which course has/could have the tutorial for the overlay/pop up by any chance ?

What email service are you using? They usually have suggestions about creating effective email campaigns. For example, MailChimp has a whole lesson about creating effective pop ups that work How to Design Pop-Up Forms that Work​ Depending on what you are creating, you might create it within the email service itself. Or, depending on the content, use either the tools of Photoshop or Illustrator to import content to that tool. From the look of what you want to create, learning the basic tools in Illustrator would help you the most, but again you might be able to create it all within th authoring tool itself if it is that basic.

I can't answer to your question since I didn't do the website, it is a client's website, just sent an email to ask what email service he is using. I know PS and AI and I can create that with these softwares, problem is :
what about document dimensions ? What about make it responsive ? It is enough doing just one pop up ? One size fits all? If not how many overlay/popip should I do ? How does it work ? What else should I know ? What are the popup best practices? I mean to design it not about the copy.
So as you can see problem here it is not learning to use PS or AI but technical details, like knowing that one needs to choose CMYK for the print and RGB for the web for example. Hope that makes sense

As someone who offers this as a service, you should already be able to answer all these questions.

They hired me as their graphic designer for all their needs. A duty I executed until now with no problems. Then this. No one told me there was need to do this when we started working together. This is the first time I work on a popup/overlay.
No one is born knowing everything.

I have yet to come across a course specifically about pop up banners or e-mail overlays.
You could check out what's on W3Schools
If you don't find anything there, it might be a good idea to take some HTML/CSS/general webdesign beginner trainings. LinkedIn Learning should have this (not for free).
If your employer demands that you do this kind of stuff and thy know you have never done it before, they should take care of getting you ready for the job. This is nothing you learn between breakfast and lunch from watching a youtube video. It takes people years to learn it. And you're never done learning it, because technology is constantly changing.

If they say there's no coding required on your part, you should probably track down the person who will be doing the coding and ask them what they need from you.
