Why does Illustrator turn the apostrophe (') into a greater sign (>)?

When I type (') it turns into (>) (check below):

Seems the language was set to Arabic in the Text Box, when I turned it into English, it worked.

For anyone wondering, see the screenshot. The place that says English: USA was set to Arabic. This was the cause of the issue.
