Why Object > Repeat doesn't work with placed .psd file of image
Hello,
The Repeat option works only with shapes/vector art. It doesn't work with pixel objects like jpg & png images or psd files.
You can use the transform commands (Transform each - Transform again ... etc) with these kind of pixel objects.

Thank you so much, for all the reply I get on this isssue.
all are correct and can be use in various situation. but 1st reply has core answer on the issue I was facing. so I would like to go with it now.

If you don't mind to embed the raster image, you can convert it into a symbol. After that the various Repeat functions should work.

So If You can basicly create pattern in illustrator using bitmaps (illustrator can make copies of bitmaps) we need to get this in future updates

As has already been said: turn it into a symbol. Then you can repeat an image.
