Hi,
I have my own workspace saved. Every time I open Illustrator all panels are folded and I need to click workspece menu and "Reset" workspace to make all panels visible again. Here, take a look:
This how it should look like:
And this is how it looks like after opening of Illustrator:
I've tried to save many different worspaces - no change. There is a not resolved case from March 2016 which describes the same issue: Illustrator Workspace Panel Bug . I have this problem back form the 2015 version and no update seems to fix it. I use the latest version of Illustrator and my resolution is just standard FHD, but problem appears in every resolution I've tried.
Can we forward this to some tech-team to fix it?
Best,
Ania

Hi Ania,
As per your query workspace is not staying the same when Illustrator has opened again.
In that case please reset preferences manually
Create a new workspace and check how it works.
Please update the discussion if the issue is resolved or if you have any further query.

Hi Srishti,
I did like You advised:
This still doesn't fix the problem but the result is a bit different, so this is completely odd. This time every time I open Illustrator I have 3 out of 4 of my panels folded. So one - Align - is opened. But I still need to refresh workspace every time.

Ania

Hi Ania,
As you have confirmed that its still the same even after resetting the preferences. Please try below mentioned steps and share observations.
1)Safe Mode: Please try to sign into safe mode( https://support.microsoft.com/en-in/help/12376/windows-10-start-your-pc-in-safe-mode) and check how it works.If it works fine, please clean boot (https://support.microsoft.com/en-in/help/929135/how-to-perform-a-clean-boot-in-windows )
2)Different user account: Create a new admin account and check how it works. (https://support.microsoft.com/en-in/help/4026923/windows-create-a-local-user-or-administrator-accoun... ) , If it works fine on new account try sharing permission on your user account.
For sharing permissions:
Go to locations:
C:\Program Files
C:\Program Files (x86)
C:\Program Data (This folder is generally Hidden , so click View on top and check hidden folders)
C:\Users\sbali\AppData\Roaming
C:\Users\sbali\AppData\Local
Please share your findings and results or if you have any further query.

Hi Srishti,
1) I've tried open Illustrator in safe mode on my Windows 8.1 and all panels were closed.
2) I have administrative permission on my computer but I've created new admin account just for sake of checking and the same problem persists.
Best,
Ania

I've tried every thing that I could think of to replicate your problem using CC 2017 Illustrator and El Capitan OS for Mac but my panels open in exactly the position and state of uncollapse that I left them in every time. You did not mention whether you'd ever deleted your Illustrator preferences to try and reset your program back to default. I know that CC 2017 has a tough time using preferences left over from a previous version so I would suggest giving this a try.
To do so:
For Macintosh Users: With Illustrator closed launch a Finder Window in column view and click on your home folder. With the Option Key pressed choose Library from the Finder Go Menu. Within the Library folder find the folder called Preferences and within it find the following two files and delete them: “Adobe Illustrator <Version #> Settings” (earlier versions of Illustrator might just say “Adobe Illustrator”) and “com.adobe.Illustrator.plist”. When Illustrator is next launched it will create new preference files and the program will be restored to its defaults.
After you’ve reset up the program (make sure that no document window is open) to your liking, it is a really good idea to create copies of your personalized “mint” preference files (make sure that you quit the program before copying them—that finalizes your customization) and use them in the future to replace any corrupt versions you may need to delete.
For Windows Users: Hold down Ctrl + Alt + Shift when launching Illustrator and respond affirmatively when asked if you want to reset.

After you configure your workspace, save the workspace, quit illustrator, this saves you prefs and locks them in.

Hi Ania,
I want you to try some thing and tell us what will happen,
Follow these Steps please:
-Open Illustrator
-Expand your panels and Rearrange them, like you are going to work
-Press the Middle Button (Restore) Between the Close Button & the Minimize Buttom (Up Right)
-Then Shrink your "Illustrator" Window Resolution to small window like (Window Mode), and you will see that the Panels will be Collapsed while you shrinking the window
-Try Pressing the button again (Maximizing) and see if the Panels got to its position and expanded or still collapsed, and tell us,

Tago

Hi,
To gather all together. The problem:
- ISN'T about corrupted workspace file;
- ISN'T old version of the software/driver or else;
- ISN'T lack of knowledge how to create/save/use Illustrator workspace tool;
- ISN'T other than standard resolution of the screen;
- ISN'T second monitor;
- ISN'T connected to user permissions;
- ISN'T fixed be restoring all Adobe preferences to the default ones;
- ISN'T about cleaning boot in windows;
- IS UNAFFECTED by minimizing/restoring/maximizing window with Ai.
This problem affects not only me but at least user @Ptrstout (from the other inquiry I linked at the beginning), @Radserg who wrote here and I bet many others who just don't mind "resetting"workspace every time they open Illustrator.
In Illustrator Workspace Panel Bug Ptrstout wrote that:
I've had the program window open at full screen and in smaller sizes and still the same issue is happening. I think it has something to do with the panels being docked to the sides. If undocked they retain their layout.
And I have the same observation - if I detach all the panels, save the workspace like this, then after I open Illustrator all panels are opened:
But this doesn't change the fact that the functionality has an obvious bag and should be fixed.
Best,
Ania
