I have the same issue and tried your solution, but it will only select one layer at a time.

press the touch button and HOLD it (dont release it!)

then tap on the layers, one after another

then release the button and tap on group either from Context Menu Widget or from the object panel in the taskbar.

Your "fix" doesn't work.  You can only select a single layer while holding down the touch shortcut while attempting to select multiple layers.

Caveat.  This works only IF both layers have objects in them, if both layers are empty, you can only select a single layer.  And when you do select both layers and group them, the objects are grouped together on the top layer, the objects from the other layers are moved to the top layer, which is not something I would expect to happen.  In the attachment layer 5 contained the small square while layer 6 contained the large square.  After grouping, the layer 5 square was moved to layer 6.  I'm not sure if this is the same behavior experienced on the desktop version of Illustrator.37996051-BCDE-43EC-8831-2D230D4336FC.png

ok for that you should make a new layer which is you master layer and have it open! then drag all those layes that you want them to be grouped into the new master layer >> one by one. carefull! you have to drag and drop them one by one. it is a bit tidious but that would be the only way to do it for the moment.
