The png that you exported from Procrate is
I don't use Procreate, but just looked it up. It only creates raster (pixels). PNG is also raster (pixels). Exporting a raster file to AI does not make it vector.
Illustrator for iPad with create an .AIC file (C for Cloud) and is vector. You will not be able to use you Procreate file if they want vector in .AI format.

My issue is similar. I'm exporting a transparent PNG from Procreate, then using the "vectorize" option & tweaking from there. I want to save a transparent SVG, but the background remains white after I export it. Is there a way for me to remove the background?

In this screenshot, I've chosen Vectorize and expanded it. Note in the layers panel that it is now a group and has a white background, blocking the blue on Layer 2.
I double-clicked with the Selection tool and am now in isolation mode with the Direct Selection tool and the white background is not selected.
This step is not necessary, so don't do it. I changed the color so you can see what is selected.
With the white background selected, press the Delete key and exit isolation mode.
Here's a second method that you can use before you click "Expand". At the bottom of the Vectorize dialog, click "Ignore White".
