Hi, my indesign colleague and I share a dropbox. I can open the assignment he puts there, but it will only save to a folder on my computer that the program creates. I've tried deleting that folder, but it keeps reappearing. when I copy that folder to dropbox, it won't open. I can't save the assignment from incopy to anywhere, it saves automatically only to that folder. I can't even find anything online to explain how to save elsewhere. . . .

Whatever the issue is, you're going to need to explain everything in full detail because what you've provided makes no sense. So, please backup and provide the version of InDesign//InCopy and operating systems.
Exactly how is the Dropbox folder shared with you? Do you have the Dropbox app installed on your computer so that Dropbox content is fully integrated? Have you successfully shared Dropbox folders in the past?
One tip is to stop using assignments and instead open the INDD file using InCopy.

If you are opening ICML files your workflow needs to change. If you're not sure how this works you would benefit from some training.

Sent to you how? As an InCopy package? If so, stop that workflow immediately. It's archaic and not dependable at all.
Recommended workflow:
That's it. No assignments. No packages. No issues. One caveat is that both of you should make sure that you do not have smart sync enabled. This could cause time out issues while files are downloaded.
I do Q&A and training sessions. If you can't find what you need send me a private message.
