Acrobat PDF Comments not mapped once imported to InDesign

I use Acrobat to make comments from a proofreader and then import them to InDesign for the designers to make changes. When I import the comments, some of the comments are no longer mapped to the text. I have noticed that it appears to be comments for text that has a stroke or effect on it or has a photo behind it. That does not seem to be the only case of the comments that come unmapped, but just a couple of commonalities that I noticed. These are not parent page items. 

Is there a fix for this issue?

I have not seen that behavior in any of my projects, but I know that once a PDF goes out for comment, the page count and text flow needs to hold still until comments come back, or else the comments will not align properly.

The issue appears to be that when exporting the PDF, the preset we used needed adjusted so the "Standard" setting needed to be set to none. This seems to have resolved the problem.
