Adding hyperlink option greyed out

Hello and thank you for your help.

I am trying to add hyperlinks to text in a section of my InDesign layout. Im using 16.1 on Mojave. Certain text will let me add hyperlinks no problem, but this one section will not let me add links. This is a medical Journal. Just this one section will not let me add the hyperlinks. I have paragraph and character styles applied in this section. Have spent hours looking for answers.

can you show screenshots?

To clarify, you have certain pages in your layout where you can't make a hyperlink anywhere? or is it just text? Can you apply hyperlinks to frames?
