Serial numbers? Page numbers? Consecutive ticket numbers?
If you are looking for consecutive numbers, one for each ticket, one option is data merge (https://www.youtube.com/watch?v=giRMDhudiVE) or (https://www.youtube.com/watch?v=p9ImGNgCS2g).

There are two approaches that I would suggest, but both begin with creating your numbers as a column of numbers in a spreadsheed like Exel and saving as a text file.
First is to simply place the text file in a series of threaded text frames (thread them on the Parent/Master page). You'll want two threads, one for the ticket and one for the stub, and you'll want to set up a paragraph style with a Keep Option to Start in Next Frame so each frame gets the next number in the sequence. Place the list twice, once on the stubs, then again on the tickets.
The other method is to use Data Merge, and if you want to automate the Student Names at teh same time, this is the way to go, I think, but will require some reworking. You'll need a column in the spreadsheet for the names as well, and a row at the top with the names you will be assigning to the fields in the template (like SerNo and StudentName). You will need to remove all but the very top instance of the ticket from your template (Data Merge reproduces EVERYTHING on the page) and be sure there is nothing that will prevent Data Merge from fitting multiple copies together. You will be doing a Multiple records per page merge. You can read about data merge at https://helpx.adobe.com/indesign/using/data-merge.html
Try to resist theurge to preview the merge -- long history of template corruption when previewing, but if you nmust, immediately Undo before running the merge. In General a merge takes so little time it's no big deal to run without preview and simply abandon the document if it nees correction, fix the template and run again.
