Adjust content proportionally to page size

Is it possible that if I reduce the page size from 22x22 to 21x21 cm, for example, it will also reduce or adjust the content of the pages proportionally so that I don't have to manually adjust everything again?

When I try this feature, the items on the pages change but the items on the master pages don't. Is there a setting I'm missing?
