Adjusting spacing between para shading and text for ebooks

Is there a way I can adjust the spacing between the text and the para shading style for ebooks? Example below, I want it to be close to the print version but the ebook removes all spacing even after I try offsetting the shading.

Don't use InDesign's Paragraph Borders and Shading feature for use in Reflowable ePubs as shading using this method is not implemented.
