I believe this is a known issue with 19.4. Adobe is aware of it but you should roll back to 19.3 in the meantime.

And not a single thing fixed it. The thing that did fix it? Reverting to the previous version. It was that simple. I was operating (from a mac, btw) in the most recent 19.4, the helpful homie on the phone told me to override and reinstall 19.3 and BAM that was all it took.

So I really hope this helps someone somewhere and I wish I had had this answer days ago. Happy designing, everyone.

Adobe acknowledged this issue in 19.4 some 10 days ago and they indeed recommend to revert to 19.3 for the time being:

https://community.adobe.com/t5/indesign-discussions/this-file-is-already-open-by-another-user-i-am-t...

Just to reassure you that you did the right thing. There are quite a few users who spent days trying to resolve this issue.

InDesign throws a dialogue box saying, "Either the file does not exist, you do not have permission, or the file may be in use." I reinstalled the app, saved the file on the desktop, renamed it with no special characters, and checked the computer's antivirus. Nothing seems to work. Can someone please help me?

Please provide details as to what exact version of inDesign and operating system that you are using. Also please give details as to at what point you are getting this dialog. Is it when you go to save it or when you try and open it? Is it only happening with this one document? If it's only this document try exporting it as an IDML (File>Export>InDesign Markup (IDML)). Then try opening it with your version of InDesign. This process can remove some corruption from a file.

Hi Bill, first of all, thank you very much for taking an interest in my query.  Here are the details:
* The Indesign version is 19.4 (x64)
* I am currently using Microsoft Windows 11 Enterprise.
* There are multiple documents with the same issue. The newest ones created a month ago are working fine. The older ones are showing this error. This dialogue box pops up as soon as the document is opened.

Should you need more info, please let me know and truly appreciate your help.

I'm also having the same problem, any insight would be appreciated. Here are my details: InDesign is up-to date 19.4; Mac OS 14.4.1; Files are on Dropbox and OneDrive; Same, multiple documents, and they do seem to be files older than 3-4 weeks that are having the issue. I've tried opening from clicking on the file to opening as 'normal', 'original', and 'copy' inside InDesign as well as making a copy of the document in the folder, and dragging a copy to my desktop; all yeild the same error messages (attached). The files are not open, there is no lock file in the folder.

Adobe acknowledges this issue in this thread:

Try to revert to InDesign 19.3 - I think it helped some users, you can do this from Creative Cloud app:

Hi Bob,

I was working on OneDrive File. Since that didn't work, I copy-pasted the document to my desktop. However, the same dialogue box pops up in OneDrive and Desktop versions. The newest documents do not have any problem.

Desktop can be managed through OneDrive so you haven't really eliminated it. What you need to do is set any folders you're working with to be available off line. What you're seeing is typical of files that are available for on demand download from the cloud. InDesign doesn't like it and will throw the error you see.

That's the first step in troubleshooting. If you see a green check on those folders and you're still having problems, let us know.

Hello, sorry if I'm hijacking the thread. I have the exact problem: though one file only, and that one has been set to be avaliable offline and has a green check on it. I get the error-pop up immidietly after I open the files, just as the other person in this thread.

Check for an InDesign lock file in that folder.

The lock file shows up when the InDesign file is open. However, when I try to delete it, it says, "file is open." When I close the Indesign file, the lock file gets closed, giving me no chance to delete it.

You probably have the file open in Excel/Word and thus you are getting that err when you try to open via script.

Your versions of InDesign and macOS?

There were recently several threads on this subject, here's one (although no solution there):

https://community.adobe.com/t5/indesign-discussions/either-the-file-does-not-exist-you-do-not-have-p...

Also, are you using items from CC Libraries? I think images from CC Libraries caused this error fo some users (althogh I can't find these threads right now).
