I can confirm that custom shortcts assigned to this option don't work (InDesign 2024, Mac).

Cntl-Tab and Cntl-Shift-Tab both work for me on Windows. I'm not in front of my Mac right now, but try Cmd-Tab or Cmd-Shift-Tab and see what happens.

I tried again (Mac) Ctrl-Shift-Tab worked in the beginning. But it stopped working after a few attempts.
Cmd-Opt-Ctrl-Tab works partially. That is, it hides some panels - but not all.
Something is buggy in the shortcut implementation for this command on Mac.

I just did a test there and it worked fine.
Since you won't be using Shift+Tab for a right indent anymore - or if you want to keep it - I don't know
I am using 2022 though.

I can't use the shortcuts you suggested as they are alredy assigned and I do use it which is why I used the control key. This didn't gave me an alrert that it's already in use. But it didn't work.

This made me realize that all shortcuts I tested included the tab key.
I can now confirm that shortcuts that don't include Tab do work as expected.

TAB is set by default on Windows.

But the problem wasn't on Windows, which could assign various Tab KB commands. On the Mac, apparently Cntl-Tab did not work and Cmd-Tab was a reserved command.
