Is indd cc backwards compatible with indd cs 5.5?

The indd format isn't. If you want compatibility across versions use idml format for the file exhange. However, be mindful that if you use features available only in a later version then the file might not display properly on the previous versions

Can indd cs5.5 be saved as .idml file?

Yes, but you don't need to do that. 

 

InDesign CC can open a CS5.5 file. InDesign CS5.5 cannot open an InDesign CC file. That's why you save the CC files as .idml—so that CS5.5 can open them.
