I'll try to pose this as simply as possible.
On my front page down, one entire column, I have a blue screen with text on top. of it. It jumps to another page fine.
I'm trying to put at the bottom of the column ending on the front page, (Continued on Page 6.). The problem is that when I try move (shorten the column text) it also shorten the blue screen.
If that makes any sense let me know.

Hi Bruce:
I'm guessing you must have a single text frame, with the blue added to it. To be able to manipulate the two independently, add an unassigned frame under the text frame, remove the blue from the text frame, and add the blue to the unassigned frame.

What is an unassigned frame? I'm guessing it's a block with no parameters set on it, yet?

2 objects: the basic text frame without any fills, strokes or insets, and the blue rectangle as a background

Yes Bruce.
You can create 3 types of frames. One for text, one for images and one 'unassigned' (just a rectangle basically).
By creating a blue 'box' (frame is the technical word, using the Rectangle tool) and place it under your text frame. This gives you the flexibility of adjusting one without impacting the other.

Yes, because you are working with a single frame instead of two.
InDesign offers three types of frames: add a text frame with the Type tool (the T); a graphic frame with the Rectangle Frame tool (the rectangle with the X inside); and an unassigned frame with the Rectangle tool; (the rectangle without the X inside). You want two frames here—as shown in my screen shots, above.

I get that now.
But, how can I move my already composed column of text on top of the new blue screen frame? I've been trying and it's not working. It either disappears or won't work independent of the blue box.

Check for a text wrap assigned to the blue frame and turn it off.

Wow. I did object, arrange and bring to front and it worked. Do you know how many times I tried that move? I must have tried to perform that function 30 times just on this one thing. Geez, I'm going to have a stroke. Thanks to all for helping me.

Easy. Keep the sidebar as one frame, not two. Trust me. In the end this way is always better. To shorten the text at the bottom without using two separate frames you have a couple of options:
